The caption for this image says "to wake him up" but we don't know if she was successful. He might be passed out. It would be fun to imagine that if I was lying on the beach naked, every woman who was passing by, would feel free to grab my penis just to say hello.
There are probably some exceptions to this but they don't call naked men "Pull Toys" for no reason. If a man is naked, which should be the norm whenever and wherever possible, then it should also be normal and expected for women to pull a man's penis. I am a man and my feelings would be hurt if women did not do that.
