Part of the game rules is that the women never strip below their underwear. That's considered fully naked for them. A woman in her underwear, I feel, is the equivalent of a naked man, because a woman must maintain her modesty. Even a bit of cleavage showing is the equivalent of a man's whole dick and balls, even erect. So basically, they were never going to take their panties off; it doesn't count for them. Although as anonymous says, they may still soon be topless. I'm not sure whether their rules counted the women's bras as clothing or not; but I can tell you for a fact that their panties didn't count and they're *never* coming off.
