They are NOT clearly under the age of consent. They are obviously asian, probably Japanese, and you can clearly see that the pubic and leg hair on the male is of an adult. If you can't see that, you are culturally ignorant. These are simply young adults.
It's hard to say there are shot glasses in the picture. The could be in college. But I hope they are legal. Some people just look younger than they are.
As of yet it has not been done. Even so, not only was this photo taken during the age 13 era, but those in the photo are at least 16 anyway, and probably over 18.
Happy to 'whine' if it means calling inappropriate images and those who advocate them I'm sure there are plenty of sites which cater to those particular needs most if not all are probably illegal
