I have gone to dozens of Halloween parties where all the males have to be totally naked while all the ladies have to be modestly dressed. A major rule is that no one can touch any part of a body that was clothed (thus no low cut dresses allowed for the ladies) but the ladies could touch any part of a male that was exposed.
