It is "The Well" in Oslo, nudity aren't mandatory there (in saunas, swimwear banned, except designated "swimwear day", and rules are equal for everyone).
This is not fair, the woman on the top appears to be nude and she should not be, she should have a swim suit on, it is not fair when women are nude as ONLY MALES should be NAKED in mixed company.

The guy on the bottom shelf has a big grin on his face. Could that be because when he turns to talk with the woman wearing the towel he is looking straight up under the towel between her legs? lol!
