Looks like he is being arrested by the police. The back of the dark coat of one person seems to be labeled "Polizei" but it could be slightly different. That person clearly has a hand guy. The blond has her hand on what looks like a hand gun.
That would not be a fun CFNM experience.
If she is a peace officer, she has no reason to have her hand on her weapon. The man does not pose an immediate threat to her or the public.
The man, however, is guilty of disrespect of a woman. He should stand facing her with his hands at his sides, whether she is a peace officer or not. For that reason alone, he displays disrespect to women as a whole, and is a disgrace to men everywhere.
