CMNF is almost non existent due to two important reasons. The first is the moral policing. In some countries women are expected to cover themselves from head to toe. Nudity is just out of the question.
The second reason is the fear of being groped, molested or even raped
When society evolves and men will control themselves upon watching a naked woman and the moral police disappear, then you can be sure CMNF will increase and could be even more than CFNM.
In spite of all this, there are villages in India where there are women who worship the Goddess in the nude at least once a year, in symbolic with saying Thanks to the goddess for granting whatever was asked. In such events, the women are full naked except for neem leaves around her chest and waist.
