In many beach, especialli in some European coiuntries, CFNM is the common standard. However, male nudity should be mandatory on beaches. The female lifeguard should check and if any males show up in swimsuits, take it off and confiscate it.

However, I was wondering, what should the female lifeguard do if young boys arrive with swimsuits on? For example, boys age 10 - 18yr old. The rules should be the same for all males. But should she remove the swim suits from all young boys?

I don't want to get pulled into a discussion about pedophilia, however I basically agree. I think that if taught from an early age that boys must be naked and girls remain clothed on beaches or public pools, as a culture we would not be so prudish about male nudity as adults.
I completely agree, CFNM culture should be spread from a young age so that it is normal and commonly accepted.
