I agree that foreskins should always be pulled back to expose ALL of the penis. If the glans is hidden, he is not naked and any woman around should have the right to pull the skin back for him to expose ALL of his penis (but remember as she is doing this, he does not have the right to touch her)
I always pull my foreskin back when I am naked in public. On the nude beach, when I pose as a nude model, in the sauna. Only then I feel completely naked and everything is on display for the women.
It gives me a feeling of well being when my foreskin is pulled back. It makes feel more nude my glans enjoys the sun and air. However my foreskin does not stay back in a flaccid state. However it would be fine for any women to roll it back for whatever reason but that would not mean it was okay to touch her.
