SeaMine, I understand your point and preference. I have many "cock rings" made of different materials. Most of them are designed to go around the all of a mans genitals - scrotum and penis. Although that type tends to make the length of the penis look shorter sometimes.
But the one I have that is closest to your idea is made of leather and only goes around the balls. It has a cinch belt that tightens up around the balls as well as two attachment straps with "D" rings at the ends, which hang down. It is easy to attach a leash to pull forward, side to side, up and down. But even allows to be pulled from behind when the leash goes between the man's legs. I find it very enjoyable.
My point is - none of the penis is covered although admittedly, about two inches of the ball sack is covered. I wish I could post an image of it here.
