I am pretty sure I know what the woman is doing. She is marking the fabric with tape, to put down reference marks of various body parts so that after the model takes a break, he can resume the same pose or position more accurately than just using memory. When I did a "long pose" (2-3 hours with breaks) for art groups the leader would do the same thing.

Do they adjust the penis to get it to lay just right? Maybe to show the balls and lift them up to be seen better?

Yes, often in nude photography, the penis is moved to be photographed from different angles, with the focus on certain points or to better show the balls.

I believe that you are probably correct. But you write that with such authority it leads me to wonder if you have any personal knowledge about that? I know that when I take pictures of my penis I do several different things to get good views.
By the way, the images of this scene are most likely not in a photographer's studio. Notice that all the artists easels in the background which are designed to hold fairly large drawing pads or canvases.

When men pose nude in a lying position they almost always pose with their legs spread. Penis and balls are on display for the female painters. When I was a nude model myself I posed regularly naked for a class of female painters and when I had a lying or sitting pose it was always with my legs spread. I didn't mind offcourse. They all had a good view of my penis and balls. Women never pose with their legs spread.

I agree completely. In fact I posed with almost the same pose as shown in the photo here. The only problem was that I posed with my right hand behind my head and after three hours, my right shoulder was extremely sore.

Were there a lot of females and did they have to be adults? I do not believe there is anything wrong to have teenage take part as it is far better they see adult male genitals in a safe place than on the streets when someone exposes his cock to them.

Well here in the U.S. most art groups and especially universities have a minimum age requirement of 18. (If anyone knows of schools allowing younger girls, feel free to comment.) Most of the groups that I posed for, had a mixture of young and old, male and female. To me the young women could have been 18 or mid twenties because women in that age range all look young to me.
One of the disappointments that I experienced when I modeled is that there was a standard code of conduct that advised against models talking to artists or vice-versa. In fact eye contact was discouraged. Or approaching the model after class. Mostly that was intended so that male artists or students would not harass the female models. But the women students would avoid all contact with me when I was not posing. I wish I could have watched women staring at my genital while they drew me. Some female artists barely draw the genitals at all while other female artists take great care to draw the cock and balls in great detail.
