I don’t know what these girls are laughing at, but it’s almost certainly not a naked guy. I’ve ridden on subways enough to know that flashers make females cringe. Always. Can’t say I blame them.

If we give him benefit of the doubt and believe he lost a bet with these girls that still doesn't mean he should expose himself on the subway. After all, there may be other passengers present.
As for the other comment about women finding flashing amusing - when women laugh at this kind of thing it's usually in some kind of controlled safe environment where everybody is having fun - then it usually permitted. I know from what women have told me over the years that they are horrified when this kind of thing is inflicted on them without their permission. Make no mistake when men 'flash' they do it for their own pleasure not the womans!
I hope this guy was arrested at the next station.
