Your statement here is contradictory. If Japanese people are so shy and not used to male nudity, then why are female cleaners the norm in the men's area of the Onsen? Japanese people ARE used to male nudity, more so than female nudity. All genitalia is censored in Japanese films and TV shows (for men AND women). But off the screen, it's more common to see nude men in Japan then it is nude women (i.e., 2 x nude man festivals, sumo wrestling etc.).
