I find this one funny, becase the most embarrassed seem to be the two clothed persons.

I think that the situation is c).
I feel that the naked guy wanted to show himself in the nude to anybody, and is pleased that the girl entered and saw him. The girl is first surprised and embarassed. But maybe she eventually appreciates too ?... The clothed guy is amused by the girl embarassment. Maybe he had planned this with the naked guy as a joke towards the girl ??
