I like TFNM because it gives the illusion of equality. Men are the only one showing their genitals, but since women are showing their breasts it seems fair and it seems like they're naked too. Or it at least seems fair until you realise the men are the only ones showing *all* of their private parts, while the women are still maintaining a degree of modesty. But when people don't think about it much, due to the way society sexualises breasts, it seems like they're all naked and the situation seems even. It's only an illusion though.
I don't think the men are embarrassed by their wife or girlfriend being topless.
If anything I think it would exciting. It would be fun to see all the topless women
as it is fun for the women to see all the nude men. I wish all beaches were this way.It would never happen in USA, to many prudes.

I had been at Marbella beach, in Barcelona, and in the most of the couples women were topless while guys were totally naked.
It's not as natural for women to go full frontal as it is for men, so I think TFNM situations aren't intentional. They just tend to happen automatically. To women, being topless is the equivalent of a fully nude man. Women just don't naturally go more naked than that in public. It's immodest for them to show their genitals, whereas men have no issues letting it all hang loose even in front of women.
