It must be natural for women to go topless, and men to go fully naked during these kinds of things. I think women go naked to show their tits, men go fully naked to show their cock. For this reason this situation may see balanced to the uncritical eye, which is why I think its so common, until you realise men are the only ones showing their actual genitals. The men aren't covering *anything* at all, whereas the women are still conserving some modesty with their sex organs safely hidden. But since you can see something sexy on both genders it seems fair on a surface level.
In fact, maybe this is a way a lot of women have to convince men to go naked? "I'll show my tits if you show your dick".
Or maybe its because at nude events women can get away with just going topless and claiming they're naked, whereas if men just go topless it isn't considered full nudity so they'll have to go full frontal to truly be "naked". And people will think the men are insecure at such events if they're keeping their underwear on, since unlike women wearing the same clothing (who would be considered naked) they'd be perceived as too afraid to go naked.

I agree but it is a pity we have to go to exotic places or hijack a public nude event to be ourselves and have fun.

No, to be naked is to be naked. So, a topless woman musn´t be considered as nude. For being nude, she must uncover their labia (majora and minora), clitoris (complete twat) and butt, as well.
