Is this a CFNM beach, a kind of beach where nudity for men is enforced somehow, so you just have no choice but to undress in front of all the women and girls who are free to stay dressed? I like the idea. I don't know if that's legal though.
It happens to me in San Francisco Baker Beach. I like to walk up and down the beach. It’s amazing the Asian ladies getting pictures. So try to sneak it, some stop 3 feet away and just take a picture. Some just have there friends walk next to me. They always giggle and smile. They figure you’re nude in public it’s open season
There are 2 Asian tour groups that on busy days make it one of their stops to take pictures of the Golden Gate Bridge and the beach, but they seem more interested in getting pictures of naked people

To Jonathan Dowson: there are many beaches in the south of Spain where men are not exactly enforced to be naked, but the fact is that 90% of men don´t wear swinsuit and about 70-80% of women wear bikini or go topless. I go frecuently to some of those beaches (Cala del Pino, in Nerja, Cabopino, in Marbella...) because my wife doesn´t like to be naked in public. I love nudist beaches and I love also mixed beaches, where you can find many cases of CFNM. I feel fine and she feels fine too. That´s the point.

Of course, in Spain all beaches allow nudism, and in most, CFNM is the norm. It's certainly not mandatory, but it's very, very common, and this often makes men feel embarrassed to remain clothed...
In short, CFNM isn't a legal requirement, but it is a social obligation... I love Spain!

One day, I went to a beach in southern Spain with my girlfriend. I usually wear swim trunks and she goes topless. But that day we discovered that all the men were completely naked, while all the women wore modest bikinis. We thought it was strange, but we didn't think much of it, and I kept in my swim trunks while she went topless, as usual. Suddenly, we both started feeling angry stares. The men looked at me with annoyance, and it was the women who glared angrily at my girlfriend. So my girlfriend and I talked about it, and while I decided to take off my swim trunks, she put on her bikini top. From that moment on, no one looked at us angrily. We didn't like having to change our behavior on the beach, but we had no choice but to accept it. I was embarrassed and aroused all day and didn't dare get up from my towel, lying face down with a massive erection. My girlfriend, on the other hand, swam as many times as she wanted. I didn't think that was fair.
I had never been in my birthsuit on a public beach before and It was humiliating to have to undress and stand totally naked in front of clothed women who stared at me so blatantly. Frankly, I admit that I not only felt humiliated when I took off my swimsuit, but also a strange excitement, seeing so many clothed women watching me do it and staring my genitals and ass, and I being unable to do anything to stop it.
That sounds very... strange to me. I live in the south of Spain, visited too many beaches and in those we could describe as mixed beaches (some people naked, some clothed), never saw that kind of reactions. Men getting angry because you were not naked? Women angry because your girlfriend went topless? I don´t want to argue but... hard to believe. For me, at least.
Yes, in Spain all beaches allow nudism, and female topless is very common.
Of course also TFNM and CFNM is really widespread on the Spanish beaches.

So, probably in that beach you were, CFNM was the social habit and you were not compliant with the local social standard ...
