This photo is definitely from Barcelona and as I wrote in the post of May 22nd, in Spain all beaches allow nudism, and in most, CFNM is the norm.
It's certainly not mandatory, but it's very, very common, and this often makes men feel embarrassed to remain clothed...
In short, CFNM isn't a legal requirement, but it is a social obligation... I love Spain!
"Drift wood" on the beach is always collectable.
Much of Greece is like this now. Many of the men choose to go fully nude, whereas the women usually retain their modesty and keep their bikinis on.
My wife likes it this way and as she says, I would look out of place if I wore anything more than suntan lotion.
