None of the guys seem to be enjoying the situation. They need to learn how to have a good time.
They are just upset that there are not a few dozen other women and girls with her.
Personally, I prefer to imagine that these men were ordered to undress against their will and that they must remain at the disposal of all the women present who are allowed to use their penises as they wish.

The photographer is being very polite in only snapping his upper body. I'm pretty darn sure that when I've been the subject in public nudity events, the ladies have pictured much more of me. Don't think they would bother if I want naked, to be honest. I do recall, some years ago in Hyde Park in London, one lady posing with me asked her friend "have you got his cock in?"
